27 Lakh Metri Tons of Paddy purchase target in Khariff
Civil Supplies department is getting ready for paddy procurement of Khariff season which starts from next month. The department has taken decision to increase purchasing centre to procure paddy cultivated from farmers. Commissioner for Civil Supplies C.V. Anand directed officials to make arrangements so that farmers should not face any difficulty in selling their paddy as per minimum support price.
Commissioner held meeting with rice millers on Friday at Civil Supplies Bhavan to discuss about Khariff paddy procurement. He said Civil Supplies department has decided to purchase 27 Lakh Metric Tons initially. For this 2800 purchase centers to be established state wide. In this IKP through 917 centers, PSCS in 1711 centers and DCMS/ITDA and others in 219 centers will conduct purchasing. Purchase centers to be established from 1st of next month as per the requirement of districts. 16.57 LMT paddy has been purchased through 2100 purchase centers in 2016-17 Khariff season.
He also instructed that purchase centers should be established so that farmers can easily avail them and officials should also plan to establish purchase centers immediately if required.
Commissioner directed Joint Collectors district level should take consent of rice millers capacity in allocating CMR. He also instructed to take consent of state and district millers association to follow systematic order. September 2016 Recycling, PDS Rice black marketing, criminal cases, black listed mills, mills booked under 6A cases should not be allotted paddy. Most importantly in allocating paddy to mills their capacity should considered. Commissioner instructed to allocate 1000 tons to mills having capacity of 2 tons, 2000 tons for 4 tons mills and 3000 tons to the mills having capacity of 6 tons.
Commissioner said that he will consider the issue of paying 1% driage charges to the millers once the Central government releases subsidy amount to the state.
Increase in Support Price:
‘A’ Grade per quintal Rs. 1590
Common Type per quintal Rs. 1550
This year Minimum support price has been increase from Rs. 1470 to Rs. 1550 for common type and Rs. 1510 to Rs. 1590 for ‘A’ grade, and the farmers to be paid minimum support price said Commissioner. He said farmers to be educated to bring paddy to purchase centers according to the standards of Central government.
Preparation according to 31 districts:
In last season 2016-17 Khariff and Rabi season purchasing was done according to 10 districts, from this year Khariff season purchase will be done according to new 31 districts. With the help of Online Procurement Management System (OPMS) online purchasing, payment will be expanded to 31 districts. From this Khariff season paddy allocation and extradition, payments and all the transactions will come under online system.
